Ok guys, I'm not sure if this is a driver issue or an application issue.
The customer prints a bulletin on 11x17 laid out in booklet mode so when the fold it they have 4 letter size pages. The first page has color graphics, pages 2,3&4 have all black and white text and black&white clip art. The CS-C2520 is counting all 4 pages as color clicks.
If you remove the B&W clip art, then the machine will count 1 color click and 3 black and white clicks. Is there a way to force it to treat the b/w clip art as b/w instead of color?

It is possible (likely) that the images actually have some color in them (even if they appear black and white)

If this is in MS Publisher or Word, you can right click on the clipart and select 'Format Picture'.

Set the 'Image Control' to Grayscale or Black & White.

I tried reformatting the picture to grayscale, same results. I even scanned images in black & white mode and used those. If it is a jpeg or tif file, the machines considers it color out of word or publisher. Now I can take a black&white image in pdf format and it will treat it as black.

Have you tried changing the PDL?

I know that I didn't try changing the PDL. I am not sure if my tech did as he made the original call on this. Sometimes I feel like hitting myself in the head with a hammer for not even thinking to try that. I will be sure to try it if my tech hasn't already, although I don't have high hopes it will cure it. But you never know!
