What should I do when the windows firewall has the "Add Program" button grayed out? He is logged on as the administrator, I have never seen this before when trying to add Scanner File Utility to the exceptions. Machine is a 2550 and his computer is running XP. Thanks!

I assume the allow exceptions radio button is selected? If so, then have you checked the permissions associated with the admin account? Also if this computer is just a client on the network, the IT admin may have the permissions locked down everywhere but the server. Just a few ideas from a barely computer literate person. There are others on here that know a lot more.

Windows Firewall policies can also be controlled by group policy (usually when on a domain). If so the options may be disabled and have to be changed in the Group Policy Snap-In (gpedit.msc at the 'RUN' dialog).
Firewall settings and exceptions can also sometimes be 'forced' from the command line using the NETSH command - more information can be found on that here:

Relax? When?!

Group policy is normally the cause of buttons being "greyed out". you need to check the permissions of the account you are logging in under. there may be a 'master account' that has the permissions you need.
