I'll post the answer before somebody else runs into it. Windows XP service pack 2 installs a new firewall by default and blocks Kyocera scanners from talking with the Scan File Utility (or Database Assistant, Address Book, LDAP converter, ect.) The quick fix is to disable the firewall. The better solution is to create an exception for these utilities in the firewall.
Open Control Panel, open Security Center (new icon for SP2), then scroll to bottom. Click on Manage security settings for Windows Firewall. Second tab over is where you can create exceptions for the firewall.
If I had not installed SP2 on my PC last night and noticed the new Security Center and firewall then, I would still be trying to fix this problem today with a customer.

What I've been reading, that's not the only thing SP2 is shutting down, what a nightmare, think I'll wait a few months until they start putting out the critical updates for SP2.
For WINDOWS XP SP2, Go to start, settings, control panel, open windows firewall, exceptions tab, add port, type any name (scan utility), port number =37100, and leave it on TCP, click ok and close all windows. Also if any virus protection ( norton virus, of norton firewall) asks you to permit NsCatCom.exe it is ok this is the KM file utility's name and needs to be permitted to run.
