is there any form of reset or does the fixing need replacement? canon IR 2020

Not familiar with the IR-2020, BUT 007 on all Canons is for fuser cleaning web...Most likely it can be replaced but will shortly lead to the fuser unit failing...I would suggest replacing the Web or oil roller (whichever that machine has) then reseting the appropriate counter. Good luck HtH -Cope

Sorry to correct you Cope, but 007 is fixing film side-to side registration error.

I'm not familiar with the iR2020, but many of the smaller desktop Canons had mechanical adjustments to center the fixing film. Also, worn upper or lower fuser bearings can cause the film to shift off to one side. A ripped film will also give you this code.
