I am in the process of refurbing a Copystar CS-500ci, and none of the codes in my notes work - has anyone come across this yet? - I need to reset some of the counts...

Depends on which counts you are wanting to reset. If you are replacing components during the refurb such as the Drum units or Fuser Assy, those counts are resetable in the normal Maintenance Modes. If your are trying to get access to reset the machine's total counter, well then you are just trying to break the law.

Yup, rolling back the meter got a LOT of companies sued in the late 80's early 90's. Sell it as refurbished with the current meter, it's a lot less hassle.
