I put a new transfer belt in and it still displaying the oil can with the p21 code.

Any ideas, I called Kyocera and they have nothing to fix this.

I've seen this a few times its always been one of the IU's ,run a copy of each color to find out which IU is bad

All the imaging units said they needed to be replaced soon, also the magenta toner and the waste toner disposal. After I had replaced the image Transfer Belt, it had reset the count with the P-21 code. The customer had told me that he had just replaced the black image unit one week before with no count reset. I replaced the other colors and the toner with no count reset on the image units. After I replaced the waste toner container and waiting another 5 minutes for the machine come to ready, then my P-21 code went away along with showing that all new image units had been installed???? Everything is working fine now.

Sure takes a long time to come to ready after IU replacement but after warm up and stabilization it then shows IU counters reset ..

Double check the shutter for the density sensor? You know, the shutter on the right side of the machine that is opened when the right side door is closed? Wait... is that on the 2230 or is it only on the 2030/3130? Yea, just checked. It's there below the transfer belt (towards the front of the machine you will see the white nylon lever thru a cut out in the guide. I hope this makes sense?
